Pennsylvania draws a clear line on VA benefits for Medical Assistance purposes: the County Assistance Office doesn't count the Aid & Attendance or Housebound portion of a VA benefit toward SSI-related MA eligibility, though the base VA pension itself still counts as income at that stage.
There's a wrinkle worth remembering, though — per the same DHS Income Maintenance Manual, any unspent Aid & Attendance or Housebound money still on hand at the end of the month it was received becomes a countable resource going forward.
