Oklahoma's Medicaid program goes by SoonerCare, and the Oklahoma Health Care Authority sets the rules for who qualifies for long-term services. Under the agency's current long-term medical-care rule, the categorically needy can receive coverage for nursing-facility stays, both public and private ICF/IID placements, care for people 65 or older in mental-health hospitals, intellectual-disability HCBS, the ADvantage HCBS waiver, and State Plan Personal Care.

The program name a family lands on actually changes the process. Someone entering a nursing facility is reviewed under nursing-facility-specific rules, while a person hoping to stay at home may instead be pursuing ADvantage or State Plan Personal Care — and the financial tests aren't identical across those tracks.

There's a practical upside once someone clears long-term-care SoonerCare eligibility: OHCA's current overview confirms that person is automatically eligible for other SoonerCare services too, with no separate application and no extra spend-down math required.
