Oklahoma Home Care Medicaid

ADvantage is Oklahoma's flagship Medicaid Home and Community-Based Services waiver, built for older adults and a defined group of physically disabled adults who would otherwise be at risk of needing facility-based long-term care. OHCA describes the program as a way to finance care outside an institution, and its public materials list personal care along with other supportive services available to enrolled members.

To qualify, an applicant must meet SoonerCare's financial rules, be either age 65 or a qualifying disabled adult, and be assessed by Aging Services nursing staff as meeting the nursing-facility institutional level of care. Beyond that, the applicant must live in their own home or a family member's home, have their needs safely met through waiver services plus family or community support, and not fall under the program's listed intellectual-disability or cognitive-impairment exclusions. In short, the right waiver depends on diagnosis, care setting, and level of care — not simply on turning 65.
