VA Aid and Attendance and Housebound benefits are federal monthly payments layered on top of a qualifying veteran's or survivor's VA pension — they aren't part of Delaware Medicaid, but they can work alongside it. A pension recipient may qualify for Aid and Attendance by needing help with daily activities, being substantially bedridden, living in a nursing home due to a disability-related loss of mental or physical capacity, or meeting the VA's severe-vision criterion.
The two benefits — Aid and Attendance and Housebound — can't be received at the same time; it's one or the other. Veterans can apply online, by mail, or in person. A nursing-home applicant needs VA Form 21-0779, while the mail-in path requires VA Form 21-2680, which includes a section for the medical examiner to complete.
Delaware also operates one State Veterans Home with 144 beds, giving veterans an in-state institutional care option, and the state offers a disabled-veterans school-tax credit as an additional benefit outside the VA system.
