Beyond the financial figures, the chart flags functional eligibility, institutional status, cost-effectiveness, and a level-of-care assessment — run through the state's OLTC functional-need review — as the additional pieces that have to be satisfied.
Income above the cap doesn't automatically disqualify someone. DHS policy allows an income trust for a person who's medically determined to need nursing-facility, assisted-living, or PACE-level care, as long as the trust meets the irrevocable-trust requirements and follows the required monthly funding rules. Most residents in Arkansas facilities are permitted a personal-needs allowance of $40 per month.
