VA Aid and Attendance adds a monthly payment on top of VA pension for qualifying veterans and survivors who need help with everyday activities like bathing, feeding, or dressing, who are a nursing-home patient due to a disability-related loss of ability, or who meet specific visual-impairment criteria. It cannot be paid alongside the separate VA Housebound benefit.

Arizona's non-MAGI Medicaid rules treat the underlying VA pension differently from the Aid and Attendance add-on. AHCCCS counts ordinary VA pension as unearned income, but it excludes Aid and Attendance and Housebound allowances from that count, and it also excludes a reduced $90 VA pension. That distinction matters for ALTCS budgeting specifically — it's not a reason to assume every VA payment gets excluded automatically.
