Arizona Medicaid Long-Term Care

Arizona's version of long-term-care Medicaid is called ALTCS, short for the Arizona Long Term Care System, and it's run by AHCCCS — the Arizona Health Care Cost Containment System. ALTCS covers people with an age-related, physical, or intellectual/developmental disability who need nursing-facility level of care, and it can pay for that care whether it happens inside an institution or in a home or community setting.

A nursing-home stay isn't a condition of getting help. AHCCCS notes that many ALTCS members actually live in their own homes or in assisted living while receiving in-home services, so families weighing home care shouldn't assume institutional placement is required first. Regardless of setting, an applicant still has to clear both the financial rules and the medical level-of-care test — the setting changes the services and the share-of-cost math, not whether a real eligibility determination has to happen.
