Planning for nursing-facility or waiver care differs from ordinary health coverage because it blends financial eligibility with a functional care determination rather than relying on financial rules alone.

Two state divisions carry distinct responsibilities here. The Division of Public Assistance (DPA) determines Medicaid eligibility and calculates any applicable Cost of Care Amount, while Senior and Disabilities Services (SDS) conducts the relevant functional assessment and level-of-care determination. According to the state's COCA guide, DPA reviews income against allowed expenses and may require the recipient to pay the resulting calculated amount directly to the care provider.
