Unlike states that brand their programs with names like MassHealth or TennCare, Alabama simply calls its program Alabama Medicaid. The Alabama Medicaid Agency runs both the institutional-care and home- and community-based-services eligibility pathways, describing long-term care broadly as services delivered at home, in the community, or in a facility.
For someone who meets the requirements, Institutional or Nursing Home Medicaid pays for care in a Medicaid-certified nursing facility, and the Agency treats this as an entitlement — meaning eligibility alone determines access, unlike a waiver program with limited slots. It's also worth distinguishing this from regular aged, blind, and disabled Medicaid, which can offer some limited supports but isn't the same thing as long-term-care coverage.
