Alabama Medicaid points to seven distinct waiver programs offering alternatives to institutional placement. CMS identifies the current lineup as the Alabama Community Transition (ACT) Waiver, the Community Waiver Program (CWP), the Living at Home (LAH) Waiver, the Intellectual Disabilities (ID) Waiver, the Elderly and Disabled (E&D) Waiver, the State of Alabama Independent Living (SAIL) Waiver, and the Technology Assisted (TA) Waiver for Adults.

These programs aren't interchangeable, and the eligibility standards differ meaningfully. CMS describes the E&D and ACT waivers as serving older adults and people with physical or other disabilities who meet nursing-facility level of care, while the ID, LAH, and CWP waivers instead apply an intermediate-care-facility-for-individuals-with-intellectual-disabilities standard. SAIL is geared toward qualifying adults with physical disabilities, and TA targets eligible technology-dependent adults specifically.
