The regulation's underlying goals are to keep coverage available, protect applicants against unfair or deceptive sales practices, and make it easier to compare one policy against another. It also gives the Commissioner authority to set standards around disclosure, renewability, eligibility conditions, preexisting-condition treatment, replacement policies, and policy summaries — all the more reason for a consumer to examine the actual policy language rather than trust a general label of 'LTC coverage.'
