Wisconsin VA Aid & Attendance

VA Aid and Attendance is a federal add-on to a qualifying veteran's or survivor's VA pension, available to those who need regular help with activities like bathing, feeding, or dressing, who are nursing-home patients due to disability-related loss of function, who are bedridden, or who meet specific vision-related criteria. It can't be combined with Housebound benefits at the same time.

Wisconsin adds a distinctly favorable state-level wrinkle: its Medicaid handbook disregards Aid and Attendance and Housebound allowances across every Medicaid eligibility category, and also excludes them from Institutional Medicaid patient-liability and Community Waivers cost-share calculations. There's one notable exception carved out for certain State Veterans Home residents without dependents, where the liability rule works differently.
