Long-term-care insurance in Virginia is regulated by the State Corporation Commission's Bureau of Insurance, under Title 14, Agency 5 of the Virginia Administrative Code. Section 14VAC5-200-205 specifically governs the State Long-Term Care Insurance Partnership Program, and it's current as displayed on Virginia's official law site — covering policies issued or delivered in the Commonwealth, insurer approval, applicant notices, and agent qualifications (Virginia 14VAC5-200-205).
The Partnership Program is still actively open, not a closed legacy framework. The regulation expressly contemplates insurers and agents continuing to solicit or sell Partnership policies, requires a Partnership Program Notice for prospective applicants, and mandates State Corporation Commission filing and approval before any Partnership policy can be issued or delivered in Virginia. Agents also have to complete both initial and ongoing Partnership training to sell these policies (Virginia 14VAC5-200-205).
