OHP can pay for nursing-facility long-term care for anyone who satisfies Oregon's Medicaid requirements. ODHS describes Intermediate Care Facility (ICF) care as the nursing-facility level appropriate for someone who no longer meets Medicare's skilled-care criteria, or who has used up Medicare's 100-day skilled benefit but still needs facility-based care.

Qualifying financially doesn't make a resident's income irrelevant once they're in a facility. ODHS calculates what a resident pays toward facility care — commonly called "liability" in Oregon's long-term-services materials — from income after deductions for room and board, an amount kept back for personal needs, and other allowable costs.

For 2026, most residents keep $81.28 a month for personal incidental needs before the rest of their income goes toward the cost of care.
