Oregon's Aging and People with Disabilities (APD) program runs two CMS-approved Medicaid waivers meant to help people stay at home or in the community: the 1915(c) Aged and Physically Disabled Waiver, and the 1915(b)(4) Case Management and Agency with Freedom of Choice Waiver.
CMS's record for the Aged and Physically Disabled Waiver shows it approved effective January 1, 2022, and set to expire December 31, 2026. CMS describes it as providing waiver case management for people 65 and older, along with physically disabled people ages 18 through 64.
ODHS says it's in the process of renewing both APD waivers ahead of their December 31, 2026 expiration. The state's public materials flag an expected increase in people using case-management services as caseloads rise, though ODHS doesn't publish a current statewide numerical waiting list or a hard enrollment cap for the waivers.
Oregon separately runs a K Plan state-plan option, which provides another route to home- and community-based supports outside the two APD waivers.
