Applying doesn't require going through a single statewide portal. Residents can use ePASS online, submit a paper application, or work directly with their county DSS office by phone or in person — which means the county office remains the practical point of contact even though NC Medicaid operates as a statewide program. A separate managed-care transition for long-stay residents is also in progress, so it's worth confirming current program status before assuming past guidance still applies.
