The New Jersey Department of Banking and Insurance, through its Division of Insurance, is the agency behind the state's long-term-care insurance Partnership bulletins. DOBI's own consumer guide also points people with insurance questions to its Office of the Insurance Ombudsman, while directing Medicaid-specific questions to DMAHS (NJDOBI Bulletin 08-05; NJDOBI long-term-care consumer guide).
It's worth keeping private LTC insurance and Medicaid conceptually separate. A private policy's benefits, exclusions, inflation protection, waiting period, rate history, and claims practices all come from the insurer and the policy itself, while MLTSS eligibility is governed entirely by NJ FamilyCare's own clinical and financial rules (NJDOBI long-term-care consumer guide; New Jersey MLTSS overview).
