For the aged, blind, and disabled population, it's the Department of Social Services' Family Support Division that determines eligibility, while the state's HCBS manual separately points to the MO HealthNet Division and the Department of Health and Senior Services as the agencies partnering on long-term-care services.

When someone needs a Medicaid-certified nursing facility, Missouri calls that payment arrangement Vendor Care. The state's eligibility chart describes it as covering care in a nursing facility, an institution for people with intellectual disabilities, or certain mental or psychiatric hospitals — with MO HealthNet covering the services and paying the facility for costs beyond what the participant is responsible for.
