These are countable-resource ceilings, not a guarantee that every asset in a household counts against them. Missouri's spousal-impoverishment guidance notes that non-exempt resources get counted without going through a Division of Assets, and it lists the home, personal belongings, and a car as examples of exempt assets. Whether a particular asset is exempt, available, jointly owned, or tied up in a trust is a program-specific question that needs its own review rather than a blanket assumption.
