Aid and Attendance adds a monthly payment on top of a qualifying veteran's or survivor's VA pension. VA eligibility criteria include needing regular help with activities such as bathing, feeding, or dressing; being bedridden due to illness; being a nursing-home patient because of a disability-related loss of ability; or meeting specified vision criteria.
A person can't collect Aid and Attendance and Housebound benefits at the same time. Anyone applying from a nursing home also needs to submit VA Form 21-0779, and the VA decision is entirely separate from whatever Kentucky Medicaid decides — approval under one program doesn't determine the outcome under the other.
Kentucky adds two features worth coordinating with the federal benefit: four State Veterans Centers serving veterans around the state, and a Kentucky-specific $90 nursing-facility VA pension rule that interacts with how Medicaid treats a resident's income in a facility setting.
