For seniors and adults with disabilities specifically, DHW lays out a checklist: Idaho residency, citizenship or an accepted immigration status, and meeting the program's age-or-disability, income, and resource rules. But passing that financial screen is only half the process. Once someone is determined financially eligible, DHW still requires a Level of Care Determination before approving nursing-home or home- and community-based services — a functional review layered on top of the money review.
