Idaho Home Care Medicaid

Idaho's Home and Community Based Services program gives Medicaid members a way to receive care where they actually live — at home or in the community — instead of in an institutional or otherwise isolated setting. DHW's description makes clear that an applicant still has to demonstrate a level of care equivalent to what an institutional setting would require; HCBS isn't a lower-bar alternative to nursing-home eligibility, just a different setting for meeting the same standard.

The services offered under this waiver are tailored to the individual rather than one-size-fits-all. DHW's list includes case management, homemaker help, home-health aide visits, personal care, adult day health, day and residential habilitation, and respite care, among other approved services meant to help someone avoid or transition out of an institutional placement.
