Nursing-facility Medicaid in Tennessee runs through TennCare CHOICES. Group 1 covers people of any age receiving nursing-facility care, while Group 2 covers qualifying adults who meet that same nursing-facility level of care but elect home- and community-based services instead — which is why the same clinical threshold matters for both institutional and community planning.
Getting into either group isn't purely a financial exercise. TennCare requires nursing-facility level of care for both Group 1 and Group 2, and its guidance describes a Pre-Admission Evaluation, or PAE, as the process used to confirm that someone actually needs a nursing-facility or intermediate-care level of care.
