Nursing-facility coverage is one branch of Rhode Island's broader Medicaid LTSS program, and EOHHS requires applicants to clear both a financial test and a functional or clinical need test. Specifically, only someone assessed at the 'Highest' level of need qualifies for nursing-home LTSS coverage — though that same Highest-level assessment also opens the door to choosing home- and community-based care instead, so a nursing facility isn't the only option once someone clears that bar.
On the financial side, the same $4,000 resource limit applies (aside from the ACA expansion-adult exception), and for many older adults the income standard is 300% of the SSI rate — $2,982 per month in 2026. Importantly, Rhode Island also recognizes a medically needy LTSS pathway for people above that income line who meet the applicable requirements.
