Every nursing-facility admission in Maine requires a functional-eligibility assessment from the state's Assessing Services Agency, regardless of who's paying for the care. The ASA Program calls this its "LTC Advisory," and anyone choosing a nursing-facility admission needs it completed unless they're entering under skilled care specifically.
There's also a second, federally mandated screening layer called PASRR, which applies to anyone suspected of having a mental illness who is applying to or already living in a Medicaid-certified nursing home. Its job is to confirm that nursing-facility placement is actually the appropriate setting and to help flag any services the person might need.
