Colorado's Home and Community-Based Services Elderly, Blind, and Disabled Waiver — almost always shortened to the EBD Waiver — exists as an alternative to nursing-facility placement. HCPF says the program serves people 65 and older with a functional impairment, people who are blind, and adults ages 18 through 64 with a physical disability. Both financial and program requirements apply, so age or diagnosis by itself doesn't decide enrollment.

HCPF's broader LTSS materials frame HCBS waivers as services delivered in a member's home and community rather than in a nursing home or other facility. That's the key policy distinction: this isn't simply extra money layered onto ordinary Medicaid, but a defined program with its own functional assessment, service plan, financial eligibility rules, and case management. Notably, HCPF currently identifies the Developmental Disabilities waiver — not the EBD Waiver — as the one HCBS waiver with an active waitlist, which CMS's federal HCBS waiver authority allows states to structure this way.
