Nursing-facility coverage in Washington runs through Apple Health long-term care. For an SSI-related institutional applicant, the state compares countable income against the special income level to determine categorically needy eligibility, and routes anyone who doesn't clear that bar toward separate medically needy long-term-care rules.
Passing the financial test isn't the finish line. Washington's nursing-facility rule also requires a completed CARE assessment alongside financial eligibility. CARE — DSHS's Comprehensive Assessment Reporting Evaluation — is the tool case managers use to document functional ability, confirm eligibility, gauge how much assistance is needed, and build the actual care plan.
