Utah's Department of Health and Human Services operates nine separate Medicaid Section 1915(c) Home and Community-Based Services waivers: Acquired Brain Injury, Aging, Community Supports, Community Transitions, Medically Complex Children's, New Choices, Physical Disabilities, Technology Dependent Children, and Limited Supports. As CMS explains, Section 1915(c) is the federal authority that lets states build community-based alternatives to institutional long-term care within federal guidelines.

For older adults specifically, the Aging Waiver is the one built for people age 65 and older, and the state's general long-term-care page separately references the Waiver for Individuals Age 65 or Older, pointing applicants toward Aging and Adult Services and their local Area Agency on Aging for the actual point of contact. With nine waivers on the books, families should verify which specific waiver and administering agency fits the applicant's age, disability status, prior living situation, and functional needs.
