Texas Medicaid Long-Term Care

The Texas Health and Human Services Commission oversees long-term services and supports under Medicaid, and delivers most of them through STAR+PLUS for people 65 and older and people with disabilities. STAR+PLUS combines acute care with long-term services and supports inside a managed-care structure, with service coordination sitting at the center of how cases are managed (HHSC STAR+PLUS handbook).

It's worth being clear about what STAR+PLUS does and doesn't change: it's a delivery mechanism, not a change to who's eligible or what's covered. The old Department of Aging and Disability Services, which some older materials still reference, was abolished in 2017, with its responsibilities absorbed into HHSC — so any source still naming DADS as the current agency is out of date (Texas Sunset Advisory Commission).
