The South Carolina Department of Insurance regulates long-term-care policies in the state. Its Regulation 69-44 governs LTC insurance policies broadly and includes the specific definition and treatment of Long-Term Care Partnership policies, while the Department also maintains its own consumer-facing information page on the topic.
It's worth remembering that LTC insurance is a private contract, entirely separate from Medicaid coverage. Before buying, a consumer should compare the benefit amount, the benefit period, the elimination period, which care settings are actually covered, whether there's inflation protection, what's excluded, the insurer's premium-increase history, and the carrier's overall standing. A policy's label alone tells you very little about whether it actually fits a family's home-care, facility-care, or Medicaid-planning goals.
South Carolina also maintains an active State Long-Term Care Partnership Program, connecting qualifying policies to Medicaid asset protection.
