Long-term care under this program isn't a private insurance product — it's Medicaid coverage extended to a person with a disability or chronic illness that limits daily activities, provided that person meets both the financial and functional requirements HHS sets.

Coverage can be delivered in several settings: a nursing home, a basic care facility, a memory care facility, or through the state's Home and Community-Based Services Waiver. HHS requires a long-term-care applicant to fit a Medicaid coverage group, be age 65 or older, blind, disabled, or medically frail, demonstrate a medical need for long-term-care services, and meet the stated asset requirements — meaning the functional-need assessment and the financial-eligibility review happen as two separate but connected parts of the same case.
