Aid and Attendance is a federal VA pension add-on — an extra monthly payment for qualified veterans and survivors already receiving a VA pension. The VA's qualifying needs include help with bathing, feeding, or dressing, residing in a nursing home because of a disability-related loss of ability, being bedridden, or meeting a specified visual-impairment standard; notably, a person can't receive Aid and Attendance and Housebound benefits at the same time (VA Aid and Attendance and Housebound guidance).
The VA benefit and New Mexico Medicaid shouldn't be assumed to interact the same way for every applicant, but there is one clear rule worth knowing: New Mexico's SSI-method Medicaid eligibility rule specifically excludes VA Aid and Attendance payments from unearned income when determining eligibility (HCA 8.215.500 NMAC SSI-method eligibility rule).
Because Institutional Care Medicaid runs on different rules from SSI-method Medicaid, a veteran or survivor pursuing both nursing-home coverage and a VA pension should confirm in writing how a specific award will be treated in their own eligibility category, rather than assuming the SSI-method exclusion automatically carries over. New Mexico also maintains a State Veterans Home and property-tax relief provisions that can factor into a broader plan.
