Nebraska Home Care Medicaid

Nebraska's Medicaid HCBS Aged and Disabled Waiver — usually just called the AD Waiver — is designed to let people receive support in their own homes and communities instead of in an institution. DHHS's eligibility criteria require the applicant to already be receiving Nebraska Medicaid, to be either 65 or older or living with a disability, to meet nursing-facility level of care, and to actually need the services the waiver provides.

CMS's records identify the current version of this program as the "NE HCBS Waiver for Aged, Adults, and Children with Disabilities," number 0187.R08.00, and show it approved with an effective date of July 1, 2026 running through an expiration date of June 30, 2031. Notably, the current waiver application isn't reporting an expected waitlist, which is a meaningfully different situation from states where waiver slots are chronically backed up.
