VA Aid and Attendance is a federal veterans benefit, entirely separate from how Hawaii Medicaid handles eligibility and cost-sharing decisions — those run through Med-QUEST's own rules. Reviewing Hawaii's Med-QUEST materials directly, there's no Hawaii-specific rule stating that Aid and Attendance income is automatically excluded from long-term-care income calculations or cost-share determinations. Families shouldn't assume this benefit is walled off from Medicaid math without getting a current, written calculation from Med-QUEST itself.
For a veteran who may need help at home, in a care home, or in a nursing facility, it's worth holding onto two things: the VA award letter and a precise, itemized list of recurring medical and care expenses. Both can matter twice over — once for the VA claim, and again for a separate Med-QUEST eligibility or cost-share review.
Beyond the federal benefit, Hawaii veterans have access to two State Veterans Homes and county-administered property-tax relief for disabled veterans, both of which can factor into an overall care plan alongside federal VA benefits.
