# Rhode Island Medicaid Long-Term Care

Last updated 2026-10-20

Rhode Island's program goes by Medicaid Long-Term Services and Supports, or Medicaid LTSS, and EOHHS requires applicants to clear two separate hurdles: financial eligibility and a functional or clinical level-of-care determination. This isn't simple health-plan enrollment — the LTSS umbrella can support care in a nursing facility, an assisted-living or other community setting, or right at home, depending on which requirements a person satisfies.

EOHHS organizes need into two main adult categories. Someone assessed at the 'Highest' level can choose between nursing-facility placement or home- and community-based care. Someone at the 'High' level, meanwhile, gains access to a defined menu of community services — homemaker and CNA help, home modifications, equipment, meals, personal emergency response systems, case management, assisted living, personal care, self-direction, respite care, and minor assistive devices.

That distinction has real consequences: EOHHS specifies that only applicants who reach the Highest level of need actually qualify for nursing-home LTSS coverage, so a 'High' assessment steers a family toward community-based options instead.
