# Long-Term Care Funding in Oklahoma

Oklahoma runs its Medicaid program under the name SoonerCare, and its long-term-care rules combine a $2,982 monthly categorically-needy income standard with a Medicaid Income Pension Trust option for households whose income runs higher, capped at $7,535 a month under the state's current Schedule C-1. That same schedule also carries the elevated 2026 federal home-equity ceiling of $1,130,000, which shapes how much home value a family can hold onto while still qualifying.

Oklahoma also lets residents record a transfer-on-death deed for real estate, but that convenience doesn't erase the state's recovery powers: SoonerCare can pursue both a lifetime lien against real property and a conventional claim against an estate, so a deed alone never finishes the planning conversation.

## Why Oklahoma is different

- **Income-cap plus trust route:** Oklahoma pairs a hard income standard with a **Medicaid Income Pension Trust** for applicants whose income clears that line, rather than leaving families to fend for themselves with a spend-down.
- **Two-track recovery:** SoonerCare can file a **lien on real property** during a nursing-facility stay and separately pursue an **estate claim** after death — a transfer-on-death deed addresses probate, not the lien.
- **High home-equity ceiling:** The state's 2026 figure of **$1,130,000** in home equity is the upper end of the federal range, giving Oklahoma homeowners more room than many states before home value becomes a countable barrier.
- **ADvantage waiver has a slot limit:** Financial and medical qualification for the **ADvantage HCBS waiver** doesn't guarantee enrollment — an open slot must exist, or the applicant lands on a waiting list.
- **Partnership dollar-for-dollar protection:** Oklahoma's **Long-Term Care Partnership Program**, approved through the Oklahoma Insurance Department, lets qualifying policyholders shield assets equal to benefits already paid.
