# Kansas VA Aid & Attendance

Last updated 2026-10-20

Aid and Attendance is a federal VA pension add-on, not a state program — the Department of Veterans Affairs describes it as an added monthly payment available to a qualified veteran or survivor who is already receiving a VA pension. The VA's eligibility criteria include needing another person's help with daily activities, being bedridden, being a nursing-home patient due to a disability-related loss of function, or meeting specific visual-impairment thresholds. This federal eligibility runs on its own track, separate from KanCare's financial and level-of-care rules (VA Aid and Attendance).

Where Kansas gets involved is in how this VA benefit interacts with KanCare's own income counting. The current Kansas Family Medical Assistance Manual lists all forms of veteran's income as exempt, explicitly including Veterans Aid and Attendance, and KDHE's patient-liability policy confirms that Aid and Attendance is excluded from the state's patient-liability calculation (KFMAM veteran income policy; KDHE patient-liability policy).

There's a timing wrinkle families should watch for: that same policy notes the full VA pension amount can be counted temporarily if it hasn't yet been reduced following Medicaid nursing-facility approval. In practice, this means the VA award letter and any subsequent reduction notice both need to reach the Kansas eligibility worker promptly to avoid a mismatch between what's actually being received and what's being counted. Kansas also currently operates two State Veterans Homes and a property-tax-refund program for disabled veterans that can factor into a broader plan.
