# Kansas Home Care Medicaid

Last updated 2026-10-20

For older Kansans who can be cared for at home rather than in a facility, the state's primary home-and-community-based route is the Frail Elderly waiver. CMS records this waiver under identifier 0303.R06.00, approved for the period running from January 1, 2025 through December 31, 2029, and its current factsheet describes eligibility as open to individuals age 65 or older who meet the nursing-facility level-of-care standard (CMS Frail Elderly waiver record; CMS Kansas waiver factsheet).

The scope of services under this waiver is broad. CMS's factsheet lists personal care, adult day care, financial management assistance, comprehensive and enhanced care services, home and environmental modifications, home telehealth, medication reminder systems, nursing evaluation visits, oral health services, personal emergency response systems, specialized equipment and supplies, vehicle modifications, and wellness monitoring among the covered services (CMS Kansas waiver factsheet).

It's worth being clear that this list describes what the waiver can cover, not a guarantee that every enrolled participant receives every one of these services. Each person's actual service plan has to be tied to their individual assessment and the needs that plan authorizes — and the Frail Elderly waiver sits alongside other population-specific Kansas waivers that may fit different situations better.
