# Long-Term Care Funding in Connecticut

Connecticut takes a different approach than most states: instead of a straightforward nursing-home income cap, it runs long-term-care Medicaid through HUSKY C and a medically needy spend-down framework, while holding its individual resource limit to an unusually low $1,600. The state also keeps an active Connecticut Partnership for Long-Term Care, which can shield assets dollar-for-dollar against benefits paid under a qualifying policy.

Because Connecticut leans on spend-down rather than a hard cutoff, someone whose income or assets exceed the normal limit isn't automatically disqualified — they may still get there by directing the excess toward qualifying medical costs.

## Why Connecticut is different

- **Spend-down, not just a cap:** The Department of Social Services allows a person over the Medicaid limit to still qualify through **spend-down**, applying excess income or assets to medical expenses rather than being turned away outright.
- **Unusually low resource limit:** At **$1,600** for an individual, Connecticut's asset limit sits well below the $2,000 figure common in many other states.
- **No general real-property TOD deed:** Connecticut has no statute authorizing a transfer-on-death deed for real estate, which pushes families toward **trusts, survivorship ownership, or life-estate deeds** instead.
- **Active Partnership program:** The **Connecticut Partnership for Long-Term Care** is still open to new sales, not a legacy-only arrangement, and it carries genuine Medicaid Asset Protection.
- **CHCPE waiver structure:** The **Connecticut Home Care Program for Elders (CHCPE)** has both a Medicaid-waiver track and a separately funded state track, each with its own funding and waitlist rules.
