# Long-Term Care Funding in Arizona

Arizona's long-term-care Medicaid program is ALTCS — the Arizona Long Term Care System — and it works differently from most states because it's an income-cap program administered by AHCCCS. Someone whose income sits above the cap can potentially still qualify by routing income through an Income-Only Trust, often called a Miller trust, but the trust has real drafting and funding requirements that go well beyond opening a bank account.

Arizona also lets homeowners record a statutory beneficiary deed, and it calculates transfer penalties using the private-pay rate for the applicant's specific county rather than one number for the whole state. Both features mean Arizona planning tends to be more local and more income-focused than in states that rely purely on a net-income test or a single statewide divisor.

## Why Arizona is different

- **Income-cap state.** Arizona uses a hard 300%-of-FBR gross-income test for ALTCS; going over it doesn't disqualify someone outright, but it does require an Income-Only (Miller) Trust.
- **County-based transfer divisor.** Rather than one statewide number, Arizona calculates the length of a transfer penalty using the applicable geographic private-pay rate for the person's county.
- **Beneficiary deed, not a recovery shield.** Arizona's beneficiary deed under A.R.S. § 33-405 avoids probate but doesn't by itself defeat AHCCCS's probate or small-estate recovery claims.
- **ALTCS isn't nursing-home-only.** Many ALTCS members live at home or in assisted living while receiving covered services — a nursing-home stay isn't a prerequisite for the program.
- **Active Partnership program since 2008.** A qualifying Partnership policy protects resources and estate value equal to what the policy has actually paid in benefits.

## Arizona at a glance

- ALTCS income cap (300% FBR): $2,982/month for an individual
- Individual ALTCS resource limit: $2,000
- 2026 community-spouse resource deduction range: $32,532–$162,660
- Look-back period: 60 months
- Transfer divisor: applicable geographic private-pay rate (county-specific, not one statewide figure)

## The 10 funding pillars in Arizona

Every pillar below has its own dedicated Arizona page with the current rules, dollar figures, and what to do next.

- [Arizona Medicaid Long-Term Care](https://fundingltcmarketplace.com/states/arizona/medicaid-long-term-care/) (Medicaid Program): How AHCCCS administers ALTCS for people who meet financial rules and a nursing-facility level-of-care test.

- [Arizona Medicaid Asset Limits](https://fundingltcmarketplace.com/states/arizona/medicaid-asset-limits/) (Financial Eligibility): Arizona ALTCS resource, income, home-equity, and community-spouse rules, including the 2026 CSRD range.

- [Arizona Medicaid Look-Back Period](https://fundingltcmarketplace.com/states/arizona/medicaid-look-back-period/) (Look-Back & Penalties): Arizona's 60-month transfer review uses the applicable county private-pay rate rather than one statewide divisor.

- [Arizona Beneficiary Deed](https://fundingltcmarketplace.com/states/arizona/beneficiary-deed/) (Asset Protection Tool): Arizona permits a recorded beneficiary deed effective at the owner's death, but it is not a proven ALTCS eligibility or recovery shield.

- [Arizona Medicaid Estate Recovery](https://fundingltcmarketplace.com/states/arizona/medicaid-estate-recovery/) (Estate Recovery): AHCCCS files ALTCS recovery claims against probate and small-estate property, with deferment, reduction, grievance, and hearing procedures.

- [Arizona Nursing Home Medicaid](https://fundingltcmarketplace.com/states/arizona/nursing-home-medicaid/) (Nursing Home Coverage): ALTCS nursing-facility eligibility requires the PAS medical assessment, and share of cost uses a living-arrangement-specific personal-needs allowance.

- [Arizona Home Care Medicaid](https://fundingltcmarketplace.com/states/arizona/home-care-medicaid/) (Home & Community Care): ALTCS can deliver covered long-term services in a member's home or community setting after the same medical and financial eligibility framework.

- [Arizona Long-Term Care Planning](https://fundingltcmarketplace.com/states/arizona/long-term-care-planning/) (Planning Ahead): Arizona planning centers on ALTCS's income-cap/Miller-trust rules, county-rate transfer penalties, beneficiary deeds, and Partnership protection.

- [Arizona VA Aid & Attendance](https://fundingltcmarketplace.com/states/arizona/va-aid-attendance/) (VA Benefits): Arizona excludes Aid and Attendance from non-MAGI Medicaid income, while the VA lists three Arizona State Veterans Homes and a separate $90 Medicaid-facility pension rule.

- [Arizona Long-Term Care Insurance](https://fundingltcmarketplace.com/states/arizona/long-term-care-insurance/) (LTC Insurance): Arizona's active Partnership policy can protect an amount of resources and estate value equal to qualifying policy benefits paid.
